To start off, I highly don't recommend the use of cheats. I for one don't cheat. Any city I build and post on this site will be cheat free. Cheats take away from the challenge of the game. If you can't cut it, there's always Easy mode...
I know of no way that these cheats can harm your computer but use them at your own risk. I will not be responsible in any way if these cheats directly or indirectly harm your computer or your psychological well-being. None of these cheats are guaranteed to work. If you feel guilty that you used these cheats, answer to your own conscience on that.
With that out of the way, here is how to enter the cheats. Press the [Ctrl], [Shift], [Alt] and [C] keys at the same time. Then you can enter one of the following codes.
i am weak--makes buildings, utilities, zoning, transportation, planting trees and
creating surface water free.
call cousin Vinny--a new petitioner appears in your Meet Window offering free money with no strings attatched.
zyxwvu--use "call cousin Vinny" cheat and turn down the money. Then, enter this cheat and you'll get the SimCity Castle in your Rewards window. This building boosts aura, land view, and does other positive things.
garbage in, garbage out--makes all garbage buildings available, regardless of the year.
power to the masses--makes all power buildings available, regardless of the year.
water in the desert--makes all water buildings available, regardless of the year.
UFO Swarm--after using this code, set disaster to UFO, a extremely large number of UFO's will descend on your poor city.
nerdz rool--causes hi-tech industries to be built in your industrial zones.
The following code does not involve the cheat window.
Open and close the Power Plants menu.
Open and close the Rewards & Opportunities menu.
Open and close the Garbage Disposal menu.
Open the Landmarks menu.
--All SC3K buildings become available in the Landmarks menu.
The following list of codes causes the Newsticker to display something unusual.

Terrain one up--raises the terrain.

i love red tape--all ordinances become available.
